Backing the bike into the stand won't help much, I think; but I'd have to take my luggage off to find out. Aas you can see, the rotating arm is going to hit my luggage before it reaches any useful locking position. At this point I gave up. If anyone sees a bike successfully locked to one of these racks, please take a picture so the rest of us can see how it was done!

In the meantime, I parked my bike right in front of the picture window, locking front wheel to frame, and transacted my business fast with a few nervous glances over my shoulder at the parked bike.
