The Free Radical has its own dropouts which accept a standard MTB wheel. I found the axle on this wheel seemed to be about the right length. Note the Rollamajig provided with the kit. I found it difficult to get the rear derailleur tuned properly on this new dropout and will be asking my local bike shop for some help with this. More on this topic later :-)
The frame is steel, and looks to be enameled (I don't think it's powdercoat, but I could be wrong) in a nice silver-gray. The welds are adequate -- not beautiful, but they look fairly solid. Some welds have burs and rough spots which should have been ground down before painting, but were not.
